Global Adjustment

The Global Adjustment (GA) is the difference between the total payments made to certain contracted or regulated generators/demand management projects, and any offsetting market revenues.

The following table summarizes the GA applied to market participants since its inception, January 2005. The GA is the sum of the contractual obligations with Non-Utility Generation administered by the Ontario Electricity Financial Corporation (GA-OEFC-NUG), Ontario Power Generation (GA-OPG) for nuclear and baseload hydroelectric generation, and the Ontario Power Authority's (GA-OPA) agreements with generators and suppliers of conservation services.

Consumers who pay the wholesale price for electricity through a Local Distribution Company should review the Provincial Benefit and the OPG Rebate page for further details.

Note:

  • Estimated (Est.) GA for a given month is published prior to the end of the month
  • Negative amount denotes a charge as per IESO settlement
  • Actual GA is published on the market participant settlement statement 10 business days after the end of the month
The Total GA is calculated by taking into account the following components:
  • GA-OEFC-NUG - Non-utility generation (NUG) administered by the Ontario Electricity Financial Corporation,
  • GA-OPG - OPG's nuclear and baseload hydroelectric generation,
  • GA-OPA - OPA contracts with generators and suppliers of conservation services.
The GA is applied to the settlement statement for the last trade day as either a credit or a charge to those participants withdrawing energy from the IESO-controlled grid (excluding exports).

Information for Local Distribution Companies
For LDCs, the GA is allocated based on the volume of electricity withdrawn from the grid plus the volume of electricity supplied by generators embedded within the LDC's service area.
Generally, LDCs serve the following three classes of customers:

  1. RPP Customers (i.e. residential and small business)
    RPP customers pay a fixed price for electricity and are not affected by the GA. However, LDCs are required to report the difference between the amount they pay for electricity (adjusted by the GA) and the amount collected from RPP customers. An estimated GA is published prior to month-end to help LDCs determine this difference and report to the IESO four business days after the end of the month using the IESO Portal.

  2. Non-Regulated Customers (i.e. businesses who pay market price of electricity)
    The GA is applied monthly to the price LDCs pay for electricity. LDCs pass on the GA to their non-regulated customers using a daily GA rate. Currently, the government has fixed the preliminary daily GA on a monthly basis. To date, the fixed values have been:

    The preliminary daily GA amount is to be used by LDCs to bill their non-regulated customers according to their own billing schedules. Customers will see their GA amounts under the heading of "Provincial Benefit". The IESO does not use this rate for any purpose. The preliminary daily GA file is also updated on the IESO Reports site with a new file 10 business days after each trade date at: http://reports.ieso.ca/public/PDGAR/

  3. Retail Contract Customers
    Non-regulated customers will pay the contract price and should see the Provincial Benefit on their bills.
