Project Engineer - Smart Metering

Type of Position
Temporary Assignment: 4 months with option to extend up to 18 months.
Background Information
- The Government of Ontario introduced the Smart Metering Initiative to create a conservation culture and encourage demand management across the province. It named the IESO the Smart Metering Entity (SME) in July 2007 through provincial regulation to support the Smart Metering Initiative.
- The SME is responsible for managing all LDC system and smart meter integration with the Meter Data Management and Repository (MDM/R). The MDM/R validates, estimates and edits hourly consumption data from smart meters and then sorts it into Time-of-Use buckets to be used by LDCs for invoicing
- The MDM/R provides a common platform for storing, processing and managing smart meter data. It is designed to serve the province’s 4.6 million residential and small general service customers and interact with 74 LDCs. It is the world’s largest interval data-driven meter data management system used for billing. This is also the beginning, in that the smart meters and the MDM/R are a foundation for the smart grid:
- They support the implementation of time-of-use prices. By time-stamping your consumption data, local distribution companies will be able to determine how much electricity was used during off-peak times and how much was consumed during on-peak periods. This capability allows homeowners to find electricity savings by shifting their electricity use.
- They help LDCs to identify power theft and respond to meter failures and outages more quickly.
- They provide greater operational efficiencies in local distribution system management, which ultimately help to lower electricity distribution costs overall. More information on the Smart Metering Initiative and the MDM/R may be found at www.smi-ieso.ca
Job Function
Manage Local Distribution Companies (LDCs) through the complete MDM/R registration and enrolment process, and including supporting LDCs in the implementation of changes to the MDM/R.
General Accountabilities
- Manage, in either a primary or support role, multiple LDCs at a time through the LDC registration and enrolment process, including but not limited to:
- Developing, reviewing and agreeing to implementation plans with LDCs;
- Educating LDCs on MDM/R requirements and the registration and enrolment process;
- Facilitating, as a single point of contact, all registration and enrolment activities;
- Coordinating IESO and IBM Canada personnel to support the LDCs in the enrolment and registration process;
- Responding to procedural and technical inquiries;
- Providing support to other project managers within the registration and enrolment team;
- Developing and maintaining both external and internal documentation and procedures; and,
- Maintaining corporate records and LDC project status documentation.
- Providing mentoring and knowledge transfer to IESO team members.
- Organize, coordinate and control all stages of the project from inception to completion.
- Developing and delivering communications and training to LDCs on the MDM/R, MDM/R Operations, and Enrolment and Registration processes. This includes both in-person delivery of course material as well as development and maintenance of online training.
- Assist with the development and administration of registration databases and workflow management tools.
- Provide website development and administrative support.
- Provide coordination and assistance in preparation of submissions for project approval and release of funds.
- Coordinate development of estimates and project performance specifications.
- Coordinate and monitor the preparation of specifications, requisitions, evaluation of tenders, purchasing recommendations and contract administration.
- Coordinate and chair meetings with consultants, suppliers, and contractors before and after contract awards to interpret requirements, review progress, obtain cooperation and coordination in projects and discuss ideas.
- Administer various vendor contracts including monitoring vendor deliverables, issuing and tracking change requests, and processing vendor invoices.
- Prepare and maintain project schedules, budgets and work plans including resource profiles and work breakdown structures.
- Monitor and report on progress against both cost and schedule to Manager and others as required. Review detailed cost variance reports, provide explanations and recommendations for over or under expenditures, and take corrective actions when required.
- Keep all parties informed of all procedures pertinent to project control and administration.
- Coordinate development and enhancements to IESO internal procedure and forms.
- Prepare and maintain of a number of inventories including; vendor document submittal, review and approval; procedures and forms required for internal use; project prepared documentation including that to be included in baselines.
- Interface with vendors, other IESO departments, and IESO Management as required.
- Perform other duties as required.
Selection Criteria
Specific expertise and experience are required in the following areas:
- Strong project management skills;
- Strong communication, including written, communication, presentation and facilitation skills;
- Working knowledge of functions of the MDM/R;
- Very good high level knowledge of meter to bill processes within the LDCs;
- Knowledge of the LDC Project Plan Template;
- Strong knowledge of MDM/R Registration and Enrolment Process;
- Knowledge and experience with the MDM/R LDC Self-Certification processes and procedures.
- Experience in developing, implementing and/or managing business processes;
- Ability to work in a fast paced, dynamic and collaborative environment;
- Ability to propose solutions beyond past practice and precedent;
- Demonstrated ability to develop trust, mutual respect and co-operative working relationships;
- Knowledge and experience with IT systems, and IT service management processes;
- Developing and delivering training to internal and external stakeholders;
- Experience using MS Access database applications.
Requires significant experience in the planning and development aspects of computer systems, communications network, other infrastructure, facilities and IESO business processes as they relate to smart metering, the Meter Data Management and Repository. Requires experience in a generalized but related industry to appreciate vendor practices. Requires experience to solve problems, provide guidance and initiate studies, designs and project cost forecasts. Requires experience to understand the interrelationship(s) of various internal and external groups in order to facilitate objectives. Requires knowledge and experience in project management and the provincial Meter Data Management and Repository.
This knowledge is considered to be normally acquired either through the successful completion of a four-year University education in the appropriate field/discipline or by having the equivalent education.
A period of over 8 years and up to and including 10 years is considered necessary to gain this experience.
