Appendix C describes charge types in effect prior to April 1, 2005. The table was erroneously updated with current charge types. Those charges have been removed. A note has been added to describe the intent of the table.

This new Market Manual is the result of
MR-00342: Revision to Ch.6, S2.1.1.1 requirements for Metering Installations.
This rule amendment permits a single metering installation for more than one connection point or embedded connection point.
There is a new obligation on metered market participants (MMPs) installing these revenue metering installations to review associated information and calculations on an annual basis and when material changes occur.

The settlement of the Reactive Support and Voltage Control will be implemented in the Commercial Reconciliation System (CRS). Therefore, charge type 452 has been changed to a monthly uplift for Reactive Support and Voltage Control Settlement. As result of the introduction of a monthly uplift, the sections indicated have been changed to refer to 'Uplifts' rather than 'Hourly Uplift' as previously defined. Added charge types 451, 452, 1401, 1402, 1403, 1404, 1405, 1406, 1407, 1408, 1409 and 1451 for Reactive Support and Voltage Control. Removed charge types 132 and 182 from table 2-5. As a result, of the winding down of the Hour Ahead Dispatchable Load (HADL) program.

It is proposed to eliminate the Hour-Ahead Dispatchable Load (HADL) program for the following reasons:
1. The program is no longer in use.
2. With the advent of the Ontario Power Authority (OPA) Demand Response 1 (DR1) program,
HADL has become redundant;
3. To eliminate IESO costs to maintain the settlement systems and processes to support the program.
To effect the elimination of the HADL program, all market rule references to the program would be deleted.

This amendment proposes changes to the dispute resolution market rules (Chapter 3, section 2.2.1.1) to clarify that the market rule provisions regarding dispute resolution apply to disputes between market participants and the IESO over provisions in market manuals.
The need for this clarification was identified by Ontario Power Generation and would add additional transparency to the market rules regarding the application of dispute resolution refer to R00. This amendment also proposes to add the defined term "market manual" wherever the existing market rules contain the phrase "any standard, policy or procedure established by the IESO pursuant to the
