Hour Ahead Dispatchable Load (HADL)To address the fact that economic and operating characteristics of most loads prevent many from participating in the market on a five-minute dispatchable basis, the IESO implemented the hour-ahead dispatchable load (HADL) program. Through the program, loads submit an offer to the IESO indicating the amount of energy to be reduced in real-time if the pre-dispatch energy price exceeds a certain level. The offer is submitted at least three hours prior to the dispatch hour. The IESO sends dispatch instructions to the load to reduce its consumption when the three hour- ahead price is higher than the submitted bid price. If the real-time price turns out to be lower than the offer price, the load will be compensated for the difference between bid price and the market clearing price. This program is no longer active. Please see September 5, 2008 entry on the table below for further details.
