Technical Changes Impacting All Resources
Workspace (Bid/Offer/Schedule) Application Moving Into IESO Portal
To support changes to Day-Ahead Commitment Process (DACP) and the decommissioning of PKI digital certificates, the IESO will be transitioning the Energy Market Workspace (bid/offer/schedule application) from the Market Participant Interface (MPI) to the IESO Portal on October 12, 2011.
The IESO will provide Portal access to the community for all users who currently have digital certificates. For those without a digital certificate, a formal access request using Form 1276 should be submitted.
Market participants who connect to the Workspace application via an API and wish to submit 3-part offers under the EDAC Process, must upgrade to IESO Developer’s Kit (IDK) 3.3; register with the IESO to submit 3-part offers; and provide their IP address to the IESO for authentication (Form 1276). The IESO will provide a username/password for authentication, instead of using a digital certificate.
For those market participants who connect to the Workspace application via API but do not wish to submit 3-part offers, the Workspace application within MPI will continue to be available as it currently is accessed (IDK 3.2 with digital certificate) until December 31. After that date, digital certificates will be decommissioned (more information on the PKI digital certificate decommissioning project). The IESO encourages market participants to transition to IDK 3.3 as soon as possible.

Quick Start Generators
- New/revised registration forms – Form 1181 (see table below) daily cascading hydroelectric dependency (DCHD);Elapsed time to dispatch (ETD);
- Only eligible energy‐limited resources have an opportunity to revise dispatch data during the DACP – these resources will have only one opportunity to do this
- Revised timing for Regulation contracts (if applicable) – regulation contracts are required to be submitted by 9:00 EST
- Revised timing for the submission of Day-Ahead dispatch data (bids and offers) – dispatch data is required by 10:00 EST
- Revised timing of initial pre-dispatch schedule – We do not publish pre‐dispatch results for tomorrow until after the DACP has finished and results have been passed to the 15:00 pre‐dispatch

Registration Requirements for Quick Start Generators
All dispatchable generators must register for the new enhanced Day-Ahead Commitment Process (DACP) by submitting new and/or revised participant and facility registration data by September 30, 2011.
Please complete Form 1181 below and submit to market.entry@ieso.ca. Details on how the existing Day-Ahead Commitment Process will change when the enhancements go into service this autumn are available in market manuals identified.

Not Quick Start Generators Eligible for Day-Ahead Production Cost Guarantees
- New/revised registration forms –Forms 1181, 1552, 1702 & 1721 (see table below). Three Part Offer Flag; Minimum Generation block Down Time (MGBDT), Maximum Number of Starts per Day; combined cycle plant relationships; pseudo-unit; PSU relationships; DA-PCG
- Revised timing for Regulation contracts (if applicable) – regulation contracts are required to be submitted by 9:00 EST
- Revised timing for the submission of Day-Ahead dispatch data (bids and offers) – dispatch data is required by 10:00 EST
- The 10:30 EST SSR will no longer be published
- Revised timing of first pre-dispatch schedule –We do not publish initial pre‐dispatch schedules for tomorrow until after the DACP has finished and results have been passed to the 15:00 pre‐dispatch

- New Daily Generation Data (DGD) – DGD can be submitted by 10:00 day-ahead for: MLP; MGBRT; MGBDT; Maximum Number of Starts per Day; Single Cycle Mode. Note: DGD must be entered on the first day of EDAC implementation to remove default settings
- Three part offers are to be submitted – Three part offers include start‐up costs and speed‐no‐load costs (fixed costs) – no “after the fact” submission of day ahead costs is allowed
- Combined cycle facilities may choose to submit offers using the combined cycle model (known as the pseudo unit model, or PSU)
- Day-Ahead Production Cost Guarantee (DA-PCG) eligible generators cannot reject the DA-PCG
- DA-PCG eligible generators are constrained to at least their minimum loading point for all hours of their DACP schedule in all subsequent pre‐dispatch and real‐time runs following completion of the DACP
- The DA-PCG calculation is based on the entire day-ahead schedule, not just minimum loading point for minimum generation block run‐time
- DA-PCG eligible generators that withdraw their commitment in real‐time may incur a charge

Traders (Importers & Exporters)
