Project Scope and Budget
Project Scope
The EDAC Project Scope includes the following activities:
- Finalization of a market design that provides sufficient details to enable the Market Rules drafting process, and contains detailed analysis for validation and stakeholdering;
- Development and completion of a detailed design for the calculation engine (including 24-hour optimization, multi-pass of constrained algorithm, and inclusion of exports in market demand) and settlement processes (including generator and import guarantees);
- Review of all current generation guarantees, and implementation of changes as required;
- Development and completion of the functional design and business/user requirements;
- Specification of technical solution constraints and requirements;
- Development and execution of a strategy to procure systems, services, and ongoing maintenance in support of the changes brought forward by EDAC;
- Development and approval of changes to the Market Rules, in order to enable support for the implementation of EDAC, including an independent review of the detailed design for the calculation engine and settlements equations;
- Development of new and modified market manuals and internal procedures;
- Development, modification, deployment, and integration of IT systems (real-time and non real-time) in accordance with the technical solution;
- Development, integration, and implementation of new (and modifications to existing) business processes, in accordance with the functional design and business/user requirements;
- Development and execution of test plans, including Market Trials;
- Development and execution of a market participant certification program for transitioning the changes brought forward by EDAC into service;
- Development, completion, and delivery of training manuals, programs, and training for various user groups for transitioning the changes brought forward by EDAC into service;
- Consultative support to market participants and stakeholders in support of modifications to IESO systems, processes, and stakeholder technical interfaces; and
- Development and modification of operational reports to support EDAC as detailed during the detailed design stage.
Project Budget
The Board of Directors-approved budget for the EDAC project is $26.5 million. Project-related spending is monitored closely and is reported to the EDAC Steering Committee and the IESO Audit Committee on a regular basis.
