Enhanced Day-Ahead Commitment Process (EDAC) - Implementation
Preparing for EDAC Implementation:
What You Need to Know & Do
The IESO has been working alongside stakeholders to update the Day-Ahead Commitment Process (DACP) and thereby provide a variety of efficiencies to the electricity market. Through the advanced scheduling and commitment of resources required to provide electricity on a daily basis, the Enhanced Day-Ahead Commitment (EDAC) project will deliver important changes to the Day-Ahead Commitment Process (DACP). The enhancements will deliver benefits to the market in the following areas:
- The new three-part offer and 24-hour optimization process will minimize the cost of generation and reduce uplift charges through improved efficiency in unit commitment
- More accurate unit commitment will allow gas-fired generators to react appropriately, purchasing gas supply in an effective manner and operating more consistently
- The impact on consumer bills is expected to be negligible, with the possibly of a slight reduction
- The reliability of the Ontario system will be maintained, but electricity will be delivered more efficiently
These changes are expected to be fully operational by October 12, 2011.
All of the procedures related to the Day-Ahead Commitment Process are contained in Market Manuals available here.
What’s Changing?
The resource types identified below are all impacted by the changes to the DACP in different ways. Click on the links below to learn more about the changes impacting each resource type:

Technical Changes Impacting All Resources
Non-API Users
To support changes to Day-Ahead Commitment Process (DACP) and the decommissioning of PKI digital certificates, the IESO will be transitioning the Energy Market Workspace (bid and offer application)/MIM API from the Market Participant Interface (MPI) to the IESO Portal beginning at the same time that EDAC is implemented.
The IESO will provide Portal access to the community for all users who currently have digital certificates. For those without a digital certificate, a formal access request using Form 1276 should be submitted.
The following reference documents provide information on technical requirements of the Energy Market Workspace application. Please note that users must install either JRE 1.5.0_14 or JRE 1.6.0_20 to access Workspace in the IESO Portal.
The Energy Market Workspace application will be available in both the Portal and the digital certificate protected MPI until December 31 to allow users time to adjust to the transition. At that time, digital certificates will be decommissioned closing MPI access. More information on the PKI digital certificate decommissioning project is available here.
API Users Submitting Three Part Offers
Market Participants wishing to submit 3-part DACP offers using an API must complete the transition to the non-PKI implementation before October 12, 2011 by following these steps:
- Register with the IESO to submit 3-part offers.
- Submit your company’s IP address or range of IP addresses to market.entry@ieso.ca using FORM 1276. Please fill out on page 2, “Part 2: Market Participant User Information”, your MP name, mailing address and the Custodian Information section. Ensure the IP address(es) provided are those in your firewall through which your API will be communicating with IESO systems.
- New registrants will receive a new API username and password from the IESO.
- If you have not already done so, upgrade your development site to IESO Developer’s Kit (IDK) 3.3 including installing JRE 1.6.0_20 (IDK 3.2 required JRE 1.5.0_14). The IDK 3.3 software and manual can be found here. The upgrade of your Production environment is to be timed with the IESO’s Production release on October 12, 2011.
Please ensure your systems meet IESO technical requirements for APIs by reviewing the Participant Technical Reference Manual , Section 2.1.2: Software Requirements and Section 5.1.6: Energy Market Application Interfaces.
Training Opportunities
The IESO provides face-to-face courses, recorded presentations, and training guides for customers to learn about the changes.
