Corporate Update
Stakeholder Advisory Committee Elects New Chair and Vice-Chair
 
The IESO is pleased to announce the recent elections of John Witjes and Julie Girvan as the new Chair and Vice-Chair respectively of the IESO's Stakeholder Advisory Committee (SAC).
 
Mr. Witjes will continue to represent public service consumers as he has over the past two years on the Advisory Committee.  He is currently the Director of Operations and Engineering in the Physical Plant Services department at Queen's University at Kingston.
 
Replacing John Witjes as Vice-Chair is Julie Girvan who represents residential consumers.  Ms. Girvan is an independent consultant advising the Consumers Council of Canada and has been a SAC member since 2005.  She is a former member of the electricity industry's Market Design Committee and the IESO's Technical Panel.
 
The IESO would like to take this opportunity to thank Mr. Brian Bentz, outgoing SAC Chair, for his invaluable contributions to the Advisory Committee over the past three years.

Market and System Operations
Updated Market Guide and Quick Take Now Available
 
The Guide to the Day-Ahead Commitment Process (DACP) and the Spare Generation On-line (SGOL) Quick Take have both been updated to reflect recent market rule amendments which came into effect December 9 (please see communication on "Revised Market Documents Published December 9 for Baseline 22.1" below).  These updated documents are now available on the web at:

- QT9:  Spare Generation On-line
 
The IESO's Guides and Quick Takes offer explanations of issues that are new or of interest to market participants.  A complete list of these documents is available on the web at:

Stakeholder Engagement
Combined Stakeholder Meetings Scheduled for January 7, 2010
 
A follow-up meeting has been scheduled for Thursday, January 7, 2010, from 9:00 a.m. - 12:00 p.m. with the generator community to discuss a position paper on congestion management settlement credit (CMSC) payments.  A position paper will be posted next week, along with previous meeting materials, on the SE-84 web page at:  www.ieso.ca/imoweb/consult/consult_se84.asp.
 
On the same day, from 1:00 - 4:00 p.m., the Enhanced Day-Ahead Commitment (EDAC) project team has scheduled a meeting with the operators of combined cycle plants and other interested parties to discuss implementation aspects that affect combined cycle facilities (SE-73).  Previous materials from the EDAC combined cycle plants owners and operators focus group are available at: www.ieso.ca/imoweb/consult/consult_se73-ccp.asp.

Market Rules and Market Design
Revised Market Documents Published December 9 for Baseline 22.1
 
The final revised and approved Market Rules and Market Manuals for Baseline 22.1 published on December 9, 2009, are now available on the IESO's Rules and Manuals and the Technical Interfaces web pages.  A complete list of documents that were revised are included in the 'Guide to Documents Published in Baseline 22.1'.
 
Two market rule changes become effective with this baseline release including: 
 
1. Generation Cost Guarantees (MR-00356) - Changes to Interim and Real-time Generation Cost Guarantees:  www.ieso.ca/imoweb/pubs/mr2009/MR-00356-R00-R02-BA.pdf.
 
This amendment changes certain aspects of the existing generation cost guarantee programs that are resulting in economically inefficient market outcomes. More information is available at: www.ieso.ca/imoweb/consult/consult_se80.asp.
 
2. CMSC resulting from IESO Action and Binding Net Interchange Scheduling Limit (NISL) - MR-00360:  www.ieso.ca/imoweb/pubs/mr2009/MR-00360-R00-Amendment_Proposal-v5_0-Board_approved.pdf.
 
This amendment modifies Chapter 9 of the market rules such that exporters shall not be invoiced for congestion management settlement credits (CMSC) resulting from IESO action and a binding NISL under certain conditions.
 
Participants should also note that Form 1551 "Generation Cost Guarantee", has been removed from the IESO's Market Participant Interface and is now on the IESO portal at:  https://portal.ieso.ca/.
 
The "Baseline" is a formal process to revise market manuals and related documents that result from recently approved market rule amendments or technical system changes.
 
 
Planned IT System Outages
Planned IT outages for next week currently include an extended metering outage on December 11 during which time metering data cannot be retrieved.
The IESO's Planned IT System Outages web page provides an easy way to view all planned outages:  www.ieso.ca/it.outages.  The page is updated frequently and planned outages are posted as soon as they are finalized.
