Market Rules and Market Design Extended Deadline on Call for Technical Panel Membership Nominations The IESO has extended the deadline for nominations for two Technical Panel vacancies to January 28, 2010. The deadline has been extended as the IESO did not receive any responses to the December 3 call for nominations for the following constituencies: - residential consumers - retailers and wholesalers If you are interested in nominating yourself or another individual to the Technical Panel for either of these two vacancies, please submit: - a letter of nomination - the nominee's resume - a Declaration of Nominee for Membership on the Technical Panel of the Independent Electricity System Operator, completed and signed by the nominee Please submit the above information by the close of business on Thursday, January 28, 2010 to: R.D. The "Baseline" is a formal process to revise IESO market manuals and related documents that result from recently approved market rule amendments or technical system changes. Market and System Operations 2010 IESO Reliability Compliance Program Schedule now Available The 2010 IESO Reliability Compliance Program (IRCP) Schedule for self-certifying compliance with North American Electric Reliability Corporation (NERC) reliability standards and Northeast Power Coordinating Council (NPCC) reliability criteria has been published on the IESO's website at: www.ieso.ca/imoweb/ircp/ircp_templatesSchedule-2010.asp. Market participants are encouraged to check this site regularly for updates to the schedule. Comments or concerns regarding the calendar can be directed to ircp@ieso.ca with the subject line "2010 IRCP Schedule". The IESO has developed the IRCP to assist market participants in providing required information related to reliability standards. Additional information regarding the IRCP program and standards is available on the web at: www.ieso.ca/imoweb/ircp/reliabilityStandards.asp December 2009 Pricing Events There were no instances where the Hourly Ontario Energy Price (HOEP) was less than $0 or greater than $200 during December. The HOEP reached a monthly low of $0.89 on December 27 and the hourly demand reached a monthly low of 14,501 MW on the same day. The lowest 5-minute interval price (Market Clearing Price) was -$15.10. The highest HOEP, 5-minute interval price and market demand for the month all occurred on December 17. HOEP reached a high of $129.28, the highest 5-minute interval price was $180.00, and the peak market demand was 24,231 MW. Pricing highlights for 2009 include: - highest market demand was 25,815 MW set on August 18, hour ending 17 - highest 5-minute interval price for 2009 was $1,999.99 and this occurred on 18 different occasions, 17 of which were on February 18 - highest HOEP for 2009 was $1,891.14 which also occurred on February 18 The IESO publishes a monthly synopsis of any pricing events (HOEP greater than $200 or less than $0) at the beginning of each month. The IESO also publishes daily, weekly and monthly market summaries at: www.ieso.ca/imoweb/marketdata/marketSummary.asp. Stakeholder Engagement Reminder: Webcast on Loss Penalty Factors - January 21, 2010 Participants are reminded of the loss penalty factors webcast on January 21 from 1:00 to 3:00 pm. Options for effectively managing changes to loss penalty factors will be discussed. Materials will be posted on the SE-40 website shortly. Planned IT System Outages Planned IT outages for next week currently include a brief outage on Message Exchange January 20. During this time, the IESO will manually dispatch by phone as necessary as automated dispatch instructions will be unavailable. Also on January 20, an extended outage the IESO Sandbox Portal will occur. As a result of this outage, the following applications for testing will be unavailable: - Transmission Rights Auction (TRA) - Settlements Online Forms - Metering (MVWeb) - Emergency Load Reduction Program (ELRP) on-line forms The IESO's Planned IT System Outages web page provides an easy way to view all planned outages: www.ieso.ca/it.outages. The page is updated frequently and planned outages are posted as soon as they are finalized.
