July 2010 Pricing Events

Ontario recorded the highest ever market demand of 27,735 MW on July 7, hour ending 16.  The highest recorded Ontario demand remains at 27,005 MW set on August 1, 2006. Market demand includes both Ontario demand and exports.

The Hourly Ontario Energy Price (HOEP) was greater than $200 in four hours in July but did not drop below $0.  The highest HOEP for the month was $492.89 set on July 27, hour ending 16, and resulted from of a combination of higher demand than forecasted on a day with generally high market demand, several planned outages and multiple unplanned generation unit de-rates. The highest 5-minute interval price of $571.80 was set during July 27, hour ending 16, interval 8.

The lowest HOEP for the month was $3.90 set on July 4, hour ending 5 and the lowest 5-minute interval price of -$128.20 was set during July 1, hour ending 7, interval 1. The lowest hourly market demand of 13,282 MW was set on July 3, hour ending 4.

NERC Reliability Standard Interpretation for OEB Remand Process Review

In order to clarify the roles of the Balancing Authority and Transmission Operator, the North American Electric Reliability Corporation (NERC) has filed a petition with the Ontario Energy Board (OEB) for approval of an interpretation of requirement R8 in the NERC reliability standard TOP-001-1 — Reliability Responsibilities and Authorities.

Market participants can apply to the OEB for review of this standard until August 18, 2010. The details of the process are available at the IESO's Remand Process webpage.

Instructions for LDCs: August 11 Power Pledge Community Challenge

Communities from across Ontario have signed up to participate in the Power Pledge Community Challenge on August 11, to see which Ontario municipality achieves the highest percentage drop in electricity consumption.  The Independent Electricity System Operator (IESO) will again serve as the referee of the challenge and, for those communities who have signed up to participate, their community's LDC will need to provide consumption data to the IESO.

The IESO will use a similar day for comparison, and calculate the province-wide change in consumption as well as each participating municipality's performance relative to the provincial average.

To do this analysis, the IESO will need each participating community's LDC to provide the total megawatt hours (MWh) used from 8 a.m. to 8 p.m. daylight savings time (7 a.m. to 7 p.m. standard time) on August 4, August 10 and August 11. If you are using MV Web, meter data for August 11 should be downloaded on August 13 to ensure greatest accuracy. Please submit the data in the template spreadsheet available at: http://www.ieso.ca/community.challenge/2010-Community_Challenge.xls. Data must be submitted to the IESO no later than 3 p.m. on Friday, August 13 to forecasts.assessments@ieso.ca and corporate.communications@ieso.ca.

All Community Challenge participants will be ranked according to their respective results and the winner will be announced on Monday, August 16 at the Association of Municipalities of Ontario (AMO) Annual Conference in Windsor.
Visit http://www.powerauthority.on.ca/Page.asp?PageID=122&ContentID=7170&SiteNodeID=131 for documents that explain the competition in more detail.

Planned IT Outages

Planned IT outages over the next week currently include brief outages to Message Exchange on August 11 and 12, during which the IESO will manually dispatch by phone and administrative pricing will be in effect.

The IESO's Planned IT System Outages web page provides an easy way to view all planned outages: http://www.ieso.ca/it.outages.  The page is updated frequently and planned outages are posted as soon as they are finalized.
