Market Rules and Market Design
Technical Panel Requests Comments on Replacing PKI Digital Certificates
 
The Technical Panel has requested that rule amendment MR-00376: Market Administration - Replacing PKI Digital Certificates be published for stakeholder comment (http://www.ieso.ca/imoweb/pubs/mr2010/MR-00376-R00.pdf).
The proposed amendment specifies market participant and IESO accountabilities related to communications and transactions sent using IESO software. It is proposed that key provisions of the current Certificate Subscriber Agreement (CSA) (http://www.ieso.ca/imoweb/pubs/marketEntry/me_CertSubAgreement.pdf) be incorporated into the market rules. This will replace the CSA, which will be terminated by the end of 2011 when PKI digital certificates are phased out.

Market and System Operations
January 1, 2011 Deadline for Generator & Transmitter 18-Month Outlook Submissions 
 
The IESO is asking generators and transmitters to submit quarterly information for the IESO's 18-Month Outlook by January 1, 2011. The IESO uses this information in developing its quarterly adequacy assessment for period March 2011 to August 2012.
 
Please submit the appropriate form(s) below:
 
Form 1230 - Generator Information Submittal Form for 18-Month Outlook.  Please note that "Month 1" on this form is March 2011.
Form 1484 - Plans for New or Modified Facilities Information Submittal Form for 18-Month Outlook.  This form is for both transmitters and generators.
 
Email the completed form(s) to forecasts.assessments@ieso.ca.
 
Further details on the content and format of the requested information as well as the associated forms can be found in Market Manual 2.11: 18-Month Outlook and Related Information Requirements available at: http://www.ieso.ca/imoweb/manuals/marketdocs.asp.

Comments on Revised Settlement Documents due January 7
 
The IESO has requested comments on revised documents that reflect changes impacting January 2011 month-end settlements. The documents have been posted to Pending Changes at: http://www.ieso.ca/imoweb/changes/changeNoticeList.asp. Comments can be submitted to pending.changes@ieso.ca by January 7, 2011.
 
The amended Global Adjustment regulation, Generation Station Service Rebate market rule amendment, and Conservation and Demand Management regulation all come into effect on January 1, 2011.

Four New Wind Farms Increase Ontario's Installed Generation Capacity
 
Ontario's Installed Capacity has been updated to reflect additional capacity available from the new Spence, Gosfield, Port Alma 2 (referred to as Port Alma-T3 in IESO reports), and Dillon wind farms. The values in the System Status Report and Security and Adequacy Assessments (http://www.ieso.ca/imoweb/marketdata/ssrsaa.asp) have been revised.
 
 
Technical Update
IT Target Release Plan 25.0 - updated for Ontario Clean Energy Benefit Program
 
The Target Release Plan 25.0 detailing the next release of changes to IESO systems is now available for review at: http://www.ieso.ca/imoweb/it_changes/releaseCalendar.asp (see 15-Dec-2010 link).
 
Two new online forms have been added since the Preliminary Release Plan was posted on November 17. These forms (one for LDCs, one for unit sub-metering providers) will be required to settle the Ontario Clean Energy Benefit Program. Implementation of IT Release 25.0 will begin in early 2011.
 
 
Planned IT Outages
The IESO's Planned IT System Outages web page provides an easy way to view all planned outages: http://www.ieso.ca/it.outages. While there is currently only one low-impact outage scheduled, the page is updated frequently and planned outages are posted as soon as they are finalized.
