Market Rules and Market Design EDAC-Related Changes to IESO Documents Available for Review in advance of Baseline 26.1 Stakeholders can now review the proposed changes to IESO Market Manuals and forms in advance of Baseline 26.1 at: http://www.ieso.ca/imoweb/changes/changeNoticeList.asp. The deadline for comments on these documents is September 30, 2011 to pending.changes@ieso.ca. In this baseline, IESO market manuals have been updated to prepare for the implementation of the Enhanced Day-Ahead Commitment (EDAC) process scheduled for October 12. Please consult the EDAC SE-73 consultation webpage (http://www.ieso.ca/imoweb/consult/consult_se73-pag.asp) for more details on this project. Other changes to the documents include minor editorial changes, e.g. 'IMO' changed to 'IESO', etc. For more details on the changes to documents, please see the "EDAC Baseline Plan - October 12, 2011" at: http://www.ieso.ca/imowebpub/201109/EDAC_Baseline-Plan.pdf. The "Baseline" is a formal process to revise IESO market manuals and related documents that result from recently approved market rule amendments or technical system changes. Two Interim Market Document Changes Related to Renewable Integration Available for Comment An update to the Participant Technical Reference Manual (PTRM) has been proposed to provide an additional method for embedded variable generators with a capacity of 5 MW or greater to connect with the IESO. In consultation with the IESO, these embedded generators may be able to provide operational and meteorological data to the IESO via a site-to-site VPN connection over the Internet, or through their LDC. Further to these changes, several technological and equipment updates have been included for the Multiprotocol Label Switching network, another method market participants use to connect to the IESO. The second proposed interim document change updates Market Manual 1.2 to set out the IESO's facility data and operational monitoring requirements (static and dynamic data) for variable generators. The deadline for comments is September 30, 2011 to pending.changes@ieso.ca. These two document changes are largely a result of Market Rule Amendment MR-00362 (http://www.ieso.ca/imoweb/pubs/mr2011/MR-00362-R01_BA.pdf) coming into effect on November 1, 2011. The amendment puts an obligation on variable generators to send the IESO facility data and provide operational telemetry. Technical Panel Requests Comments on Two Amendment Proposals The Technical Panel requests comments on the following market rule amendment proposals: - MR-00383: Market Participant Obligation Regarding an Emergency Preparedness Plan (http://www.ieso.ca/imoweb/pubs/mr2011/MR-00383-R00.pdf) This proposal would amend the market rules to limit the requirement for annual certification of emergency preparedness plans to restoration participants only. In addition, it is proposed to replace references to the retired "Electricity Emergency Priority - Policy" with references to the applicable market manual, or to the "Ontario Electricity Emergency Plan." Stakeholders are asked to provide comments by October 13, 2011, using the written submission form: http://www.ieso.ca/imoweb/pubs/marketAdmin/ma_f1467_MR_AmendmentWrittenSubmission.doc. - MR-00384: Technical Feasibility Exceptions - Maintenance Cost Recovery (http://www.ieso.ca/imoweb/pubs/mr2011/MR-00384-R00.pdf) This proposal would amend the market rules to clarify the authority of the IESO to recover costs incurred during the "maintenance phase" of approved Technical Feasibility Exceptions (TFEs). The market rules implemented under MR-00366 (http://www.ieso.ca/imoweb/pubs/mr2010/MR-00366-R00-R01-BA.pdf) may not allow the IESO to recover costs incurred during the period from when a TFE is approved until the TFE is no longer in effect. Technical Update IT Target Release Plan 26.1 - Updated for Online Outage Request Form Enhancement The Target Release Plan 26.1 detailing the next release of changes to IESO systems is now available for review at: http://www.ieso.ca/imoweb/it_changes/releaseCalendar.asp (see 21-Sep-2011 link). The addition of print functionality to the Online Outage Request Form has been added since the Preliminary Release Plan was posted on August 24. In response to user feedback, users will now have the ability to print search results and also individual details of their submitted and draft outages. Implementation of the new functionality will be on September 26, 2011. Other items in Release 26.1 will be implemented starting mid-December. Market and System Operations Enhanced Day-Ahead Commitment (EDAC) Webpage Updated - What You Need to Know and Do for EDAC A convenient one-stop webpage for market participants to view upcoming changes to the Day-Ahead Commitment Process (DACP) as a result of the EDAC project is now available at: http://www.ieso.ca/imoweb/edac/edac.asp. The webpage sets out the changes that will impact each participant class in terms of registration, operations, settlements and reports. Market participants should review this webpage to ensure they are prepared for implementation of EDAC, currently scheduled for October 12, 2011. Market participants will also need to adapt to the technical changes related to EDAC as a result of the decommissioning of PKI digital certificates (impacting both manual login and API users), and transition of the Energy Market Workspace (bid and offer application) from the Market Participant Interface (MPI) to the IESO Portal.
