Technical Updates

Final Plan for Release 26.1 of IESO IT System Changes
 
The Final Plan detailing the next release of changes to IESO systems, Release 26.1, is now available for review at: http://www.ieso.ca/imoweb/it_changes/releaseCalendar.asp (see 26-Oct-2011 link).
 
In this release, the Participant Lifecycle (PLC) system will be decommissioned from the Sandbox system on November 3 and from Production on December 7. The PLC system, which houses market participant registration data, will be replaced in 2012 by an enhanced Customer Data Management System. In the interim, questions concerning registration data can be directed to IESO Customer Relations.
 
Access to the Sandbox Market Participant Interface (MPI) will end as of November 30, 2011 when digital certificate authentication will be removed. As of December 31, 2011 access to the Production MPI (i.e., the bid and offer Workspace system) will also be closed when the IESO ends support for the use of digital certificates as a method of authentication. After that date, only access via the IESO Portal will be supported. Bringing applications into the Portal and removing the digital certification requirement reduces administrative burden for both market participants and the IESO.

Market and System Operations
New Bias Adjustment Factors for Day Ahead and Real-Time Intertie Transaction Failure Charges - December 2011 to May 2012
 
The price bias adjustment factors for the day ahead and real-time intertie transaction failure charges have been updated and are available on the web at:  http://www.ieso.ca/imoweb/settlement/se-itf.asp.
 
The updated adjustment factors are for the period December 2011 to May 2012. These price bias adjustment factors are used in calculating settlement charges applied to market participants who fail to successfully complete import, export, or linked wheel energy or operating reserve transactions for reasons that are not bona fide and legitimate.
 
 
Stakeholder Engagement
Update of Stakeholder Engagement Initiatives Q3 2011
 
The IESO Stakeholder Engagement Quarterly Update for July to October 2011 is now available: http://www.ieso.ca/imoweb/pubs/consult/se/stakeholder-report.pdf.
 
The report contains several updates, including:
 
- Stakeholder Advisory Committee's input on enhancements to IESO market information
- Export Tariff Study’s (SE-94) Request for Proposal to study the range of proposed tariffs
- The successful launch of the Enhanced Day Ahead Commitment Process (EDAC)
- The next phase of Renewable Integration (SE-91) consultation related to dispatching wind and developing floor prices for baseload generation through the Dispatch Technical Working Group
- Comments on the proposed Operating Reserve Demand Curve for the Control Action Operating Reserve Study (SE-72)
- The status of the development of principles and processes of Auditing Ontario Market Participants' Compliance with Reliability Standards (SE-93)
 
The report provides stakeholders with information on how to get involved in new and ongoing engagements as well as the outcomes of completed consultations. Comments on the report are welcome at stakeholder.engagement@ieso.ca.
 
 
Planned IT Outages
Planned IT outages over the next week currently include brief outages to the Metering tool, Online Outage Request Form, Registration (PLC) application, and Reliability Compliance Tool on October 28. The Workflow tool will be unavailable on October 29 for brief periods of time in the morning. On November 3, Sandbox Systems and Applications will experience a short outage in the morning to implement IT technical updates.
 
The IESO's Planned IT System Outages web page provides an easy way to view all planned outages: http://www.ieso.ca/it.outages. The page is updated frequently and planned outages are posted as soon as they are finalized.
